DAVID CONOVER Counsel, Bipartisan Policy Center/National Commission on Energy Policy, Washington, D.C. He is the founding partner of Conover and Associates, a law firm specializing in alternative energy projects, climate change policy, and environment and infrastructure. Until April 2006 he served as the Principal Deputy Assistant Secretary for Policy and International Affairs at the Department of Energy.
PATRICK PARENTEAU Senior Counsel, Environmental and Natural Resources Law Clinic and Professor of Law, Vermont Law School. He is a nationally recognized expert on the Endangered Species Act, the Clean Water Act, the National Environmental Policy Act, and other environmental laws and teaches for Environmental Studies at Dartmouth College.
