Jose Fernandez D'77, former Under Secretary of State for Economic Growth, Energy, and the Environment in conversation with Erica Bark Ruggles and Emily Blanchard.
Jose W. Fernandez was Under Secretary for Economic Growth, Energy and the Environment in the Biden-Harris Administration, in charge of international policies related to economic growth, energy, agriculture, the ocean, the environment, and science and technology. Mr. Fernandez was also the United States Alternate Governor to the World Bank, the European Bank for Reconstruction and Development, and the Inter-American Development Bank. From 2009 to 2013, Mr. Fernandez served as the Assistant Secretary of State for Economic, Energy and Business Affairs.
Ambassador Erica Barks Ruggles is the Magro Family Distinguished Fellow in International Affairs at the Dickey Center for International Understanding. She served for 33 years in senior leadership and diplomatic positions; most recently leading the successful U.S. effort to rejoin UNESCO, setting up the U.S. Mission from scratch and re-establishing U.S. leadership in the U.N.'s lead institution on AI and emerging technology ethics, education standards, and cultural preservation especially in conflict areas.
Emily Blanchard is the Daniel R. Revers T'89 Faculty Fellow and Associate Professor at the Tuck School of Business. She is a leading expert on international economic policy, research fellow with the Center for Economic Policy Research, and a member of the CES-Ifo research network. She served as Chief Economist of the U.S. Department of State from January 2022 - November 2023.
