Daryl Press from the Initiative for Global Security at Dartmouth and his Georgetown collaborator Keir Lieber are out with an opinion piece in Foreign Affairs about nuclear weapons in international politics.
"Many people hoped that once the Cold War ended, nuclear weapons would recede into irrelevance. Instead, many countries are relying on them to make up for the weakness of their conventional military forces."
